Is there anyone with this file? Or anyone, who know how to solve this issue?

After official update --> phone bootloops --> after factory reset no changes

--> Rooted (via Win rooting software - i forgot name)
--> Stock recovery
--> No ADB, only Fastboot
--> Locked Bootloader No way to unlock this without ADB (???) -_-
